The person applies to the OCMA for permanent residence in the European Union. The OCMA has to receive the application before 30 June 2025.
If the OCMA does not receive the application before 30 June 2025, the person’s permanent residence permit will expire on 15 July and the person will have to leave the territory of the Republic of Latvia before 13 October 2025.
If, by 16 June 2025, the person has failed the national language assessment at least once and has applied for a retake of the national language assessment by that deadline, which must be completed before 30 September 2025, by 31 October 2025, the OCMA must receive the person’s application for the status of a permanent resident of the European Union; otherwise, the person’s permanent residence permit will expire on 17 November 2025 and the person will have to leave the territory of the Republic of Latvia before 15 February 2026.

a copy of a valid travel document (all pages with entries or tags). The applicant certifies the conformity of the copy (copy correct, number of pages, surname, date, signature);

proof of regular financial resources of at least the minimum monthly salary: from 01.01.2024. – 700 eur (during the last 12 months or proof of having been granted a pension in the Republic of Latvia);
- certification on the knowledge of the state language in A2 or higher level;
Note: this document is not to be submitted by persons over 75 years of age or who have been exempted from the national language proficiency test by a rehabilitation or psychiatric doctor. The exemption is attached to the application for the status of permanent resident of the European Union.
- document confirming the payment of the state fee.
- electronically, by authenticating each document with a secure electronic signature and sending them to the electronic mail address pasts@pmlp.gov.lv or the address of any territorial department of the OCMA;
- by post to the address of any territorial department, with your e-mail address and a telephone number for contact.
The processing time for the submitted documents can be up to one year. If the person’s permanent residence card expires before that and the person plans to travel, we recommend registering the existing permanent residence permit.
A state fee of EUR 70 is payable for the processing of documents.
