Description:
A person registered in the register of natural persons who conforms to the person specified in Section 6, Paragraph one of the Law on the declaration of residence.
The declaration or designation of residence shall be the duty of a citizen and non-citizen of Latvia, a European Union Member State, a European Economic Area State and a Swiss Confederation citizen and his or her family members who have received a registration certificate or permanent residence certificate issued in the Republic of Latvia, as well as a third-country national and stateless person who has received a residence permit issued in the Republic of Latvia.
The service shall provide the possibility for a person who conforms to the requirements specified in Section 6, Paragraph one of the Law on the declaration of residence, to declare, without payment, the address of the place of residence in Latvia or to indicate the address of the stay in a foreign state, as well as to indicate one additional address in Latvia or a foreign state. When using an e-service, it is also possible for a person to cancel an additional address if it is current at the time the service is requested.
If it is not possible for a person to use an e-service, an application for a declaration of residence regarding the address of the place of residence to be declared in Latvia or one additional address indicated in Latvia or a foreign state, the person may submit in person after a previous note in the local government or the institution of which the address of the place of residence to be declared in Latvia is located in the administrative territory. By specifying an additional address, the person may also specify the period during which the person will be reached at the specified additional address.
The Office of Citizenship and Migration Affairs (OCMA) shall register the information regarding the declared place of residence or the specified additional address only to the third-country national if the third-country national draws up a residence permit in Latvia.
Regarding the declaration of residence in Latvia, payment of the State fee of EUR 4,27 must be made.
Process description
Service requests
To start an e-service, press the link in the “E-service” column. The service is available by authenticating with the authentication features of the designated Internet banks, a identity card (eID card) or a secure electronic signature (eParaksts, eParaksts Mobile). To authenticate with an eID digital signature, you must have an electronic signature smart card and a smart card reading machine.
It is possible to verify the declaration of residence by using the OCMA e-service “My Data in the Register of Natural Persons”.
When declaring the place of residence or indicating an additional address in person, a passport or another valid identity document (eID card) shall be presented in Latvia.
Receipt of services
The service is received in accordance with the application of choice.
E-service information shall be updated in the Register of Natural Persons at the time of execution of the service.
