Passports are issued to citizens of the Republic of Latvia who are registered in the Register of Natural Persons.
According to the Law on Personal Identification Documents, from the age of 15, a person must have at least one valid personal identification document – an identity card (eID).
A person submits documents for the issuance of eID card or passport himself from the age of 15. Up to the age of 15, documents for the issuance of a travel document for a child, presenting their identity document, are submitted by one of the child's parents in the presence of the child. A person from the age of 14 receives an identity document in person.

Passports of Latvian citizens are not valid for travel:
- that were issued before June 30, 2002;
- that were issued between July 1, 2002 and November 19, 2007 with a validity period of 50 years.
These passports are valid for residence in Latvia until their expiration date.
