How can a foreigner acquire the Latvian personal identity number?
The personal identity number is allocated to the foreigner, upon receipt of the temporary residence permit or permanent residence permit. Read more about arrangement of the residence permit HERE.
It should be taken into account that visa does not give the right to the personal identity number.
How a citizen of the European Union can obtain a Latvian personal identity number?
If a citizen of another state of the European Union plans to permanently stay in Latvia for longer than 90 days, he or she shall request a certificate of registration of the citizen of the European Union. Information about the necessary documents is available HERE.
In compliance with certain criteria, it is currently possible to arrange also a foreigner’s eID card. It is planned for foreigners who, permanently do not stay in Latvia and mostly arrange their transactions on the electronic environment. Foreigner’s eID card is a personal identity document, confirming the identity of the holder thereof when receiving the services in the digital environment as well as in presence, when visiting service providers in Latvia, for example, banks, notaries, state authorities. A foreigner, who stay in the Republic of Latvia with a valid residence permit, may declare the address of the place of residence in Latvia:
- on the portal Latvija.lv, by using e-service “Declaration or specification of the place of residence”;
- at the residence declaration institution of the local government, where the new place of residence is located.
- upon receipt of the residence permit, at the territorial unit of the Office of Citizenship and Migration Affairs.
How a child of the citizen of Latvia, who was born abroad, can acquire the Latvian personal identity number?
In order to receive a personal identity number of the child, the parent of the child needs to submit to the Office the application and documents for registration of the child as the citizen of Latvia.
The application and documents can be submitted by sending via mail to the Office or to the e-mail pskn@pmlp.gov.lv, signing with a safe e-signature.
