For the necessary subsistence for a foreigner

Section 4, Paragraph one, Clause 5 of the Immigration Law stipulates that a foreigner is entitled to enter and reside in the Republic of Latvia if he or she has the necessary financial resources to reside in the Republic of Latvia. The amount of financial resources required is determined by the Cabinet.

I would like to inform you that as of April 1, 2022, the necessary means of subsistence in accordance with the Cabinet of Ministers Regulations No. 225 of 25 April 2017 “Regulations on the Amount of Financial Resources Necessary to Foreigners and Establishment of Financial Resources” (hereinafter - the Regulations) are as follows:

1. Foreigner who enters the Republic of Latvia with a visa or is a citizen of a country who does not need a visa and wishes to receive a visa and the right to employment:

1.1. in accordance with Sub-paragraph 5.3 of the Regulations, the required means of subsistence is determined not less than the wage according to the average monthly gross wage of employees in the Republic of Latvia: it is 1277 euros per month, according to the latest published information of the Central Statistical Bureau (www.csb.gov.lv) ;

1.2. in accordance with Sub-paragraph 5.4 of the Regulations, not less than the average gross wage of employees in the expected employment sector of the foreigner, in the previous year, if the foreigner receives a visa and the right to employment as a seasonal worker in the agricultural, forestry and fish farming sector:

  • crop and animal production, hunting and related service activities - 994 euros;
  • forestry and logging - 1346 euros;
  • fisheries - 1224 euros (data of the Central Statistical Bureau - Average monthly earnings of employees by type of activity, www.csb.gov.lv).

According to Paragraph 10 of the Regulations, if a foreigner has received a visa and the right to employment, the necessary means of subsistence are required for the entire period of employment.

2. for an alien who applies for or has received a residence permit:

2.1. based on the data of the Central Statistical Bureau:

  • in accordance with Sub-paragraph 11.1 of the Regulations - wages or income from commercial activities in the Republic of Latvia in accordance with twice the average monthly gross wages of employees in the previous year, if foreigners referred to in Section 23, Paragraph one, Clauses 2, 3 and 4 of the Immigration Law their stay is related to employment or business - 2554 euros (www.csb.gov.lv);
  • in accordance with Sub-paragraph 11.2 of the Regulations - wages and salaries in the Republic of Latvia in accordance with the average monthly gross wages and salaries of employees in the previous year, applying a coefficient of 1.5 if a residence permit is requested by a foreigner who wishes to receive a European Union Blue Card - 1916 euros (www.csb.gov.lv)
  • in accordance with Sub-paragraph 11.3 of the Regulations - wages and salaries in the Republic of Latvia in accordance with the average monthly gross wages and salaries of employees in the previous year, applying a coefficient of 1.2, if a foreigner wishes to receive a European Union Blue Card which the Cabinet of Ministers has included in the list of specialties (professions) in which a significant shortage of labor is forecast - 1532 euros (www.csb.gov.lv);
  • in accordance with Sub-paragraph 11.4 of the Regulations - wages and salaries in the Republic of Latvia in accordance with the average monthly gross wages and salaries of employees in the previous year, if a foreigner requests a residence permit in connection with employment not referred to in or in Sub-paragraph 11.3 - 1277 euros (www.csb.gov.lv);
  • in accordance with Sub-paragraph 11.5 of the Regulations - personal and regular pension in accordance with twice the average monthly old-age pension paid to pensioners registered with social insurance institutions, if a foreigner referred to in Section 23, Paragraph one, Clause 26 of the Immigration Law applies - 784 euros (www .csb.gov.lv);

2.2. in accordance with Paragraph 2 of Cabinet Regulation No. 656 of 24 November 2015 “Regulations regarding the amount of the minimum monthly wage within normal working hours and the calculation of the minimum hourly rate” in the Republic of Latvia, the minimum monthly wage is 500 euros:

  • in accordance with Sub-paragraph 11.6 of the Regulations - financial resources in the amount of three times the minimum monthly salary, if a foreigner requests a residence permit in accordance with Section 23, Paragraph one, Clause 29 of the Immigration Law - 1500 euros;
  • in accordance with Sub-paragraph 11.7 of the Regulations - financial resources in accordance with the minimum monthly salary, in cases which are not provided for in Sub-paragraphs 11.1, 11.2, 11.3, 11.4, 11.5 of the Regulations. and in Sub-paragraph 11.6 - 500 euros;
  • in accordance with Paragraph 12 of the Regulations, the necessary subsistence security for a minor child - 150 euros. If, in conjunction with Regulations 11.1, 11.2, 11.3, 11.4, 11.5, 11.6. and the residence permit of the main applicants referred to in Sub-paragraph 11.7 shall also be requested by the members of his or her family, they shall submit a document certifying the legal means of subsistence in accordance with Sub-paragraph 11.7 or Paragraph 12 of the Regulations.
