Pursuant to Section 14, Paragraph three of the Law on the Register of Natural Persons, a Latvian citizen, a Latvian non-citizen, a person who has obtained a residence permit in Latvia, a registration certificate of a European Union citizen or a permanent residence certificate is obliged to notify the Office of changes in the information about himself or herself, his or her minor children and persons under his or her guardianship or custody that have been made in the Register of Natural Persons in institutions of a foreign country (e.g, marriage; divorce; change of name; birth of a child; etc.).

A minor child aged 15 to 18 and a person who has limited legal capacity shall have the right to provide the Office with information on changes in the information about himself or herself in the Register of Natural Persons made in foreign institutions.

The information shall be provided within 30 days after the change of the information included in the Register of Natural Persons or after the person has become aware of the relevant information.

Necessary documents:

an application for updating information in the Register of Natural Persons

  • a personal identification document (when sending documents via mail, ONLY A COPY of the personal identification document must be sent);
  • a document certifying the fact registered with a foreign institution.

When providing information on the conclusion of a marriage, a copy of the spouse’s personal identification document must be submitted;

When providing information about the birth of a child, a copy of the child’s personal identification document (if any) must be submitted.

The document issued by a foreign institution shall be translated into Latvian and legalized in accordance with the procedure determined by regulatory enactments.

Legalization shall not be required for public documents issued in countries of the European Union, the European Economic Area, the Swiss Confederation and the United Kingdom of Great Britain and Northern Ireland (except its overseas territories), which are intended for use in Latvia.

Where to submit documents?

  1. by sending via post to any territorial unit of the OCMA;

When sending the documents via post, copies of documents should be certified, except the copy of the personal identification document.

If original documents are sent by post, those will be sent back to the address as indicated in the application.

  1. with a secure electronic signature, sent to the e-mail address of any territorial unit of the OCMA, enclosing certified copies of the original documents signed with a secure electronic signature, with the exception of the copy of the personal identification document;
  2. by using official electronic e-address, attaching certified copies of the original document signed with a safe electronic signature.

If documents are sent electronically and signed with a secure electronic signature, the document must be certified as a “true copy”, with an indication of the person certifying this, and the copy of the document must be signed with a secure electronic signature.

Important! 

In case if it will be necessary to make sure on the legal force of the original document or correctness of the derivative of the document, the Office of Citizenship and Migration Affairs may request at any time to present the original document.
