A Union citizen and his/her family member who is in Latvia may submit documents for the request of a first-time registration certificate, permanent residence certificate, residence permit or permanent residence permit to any territorial division of the Office of Citizenship and Migration Affairs:

  • by sending them electronically, confirming each document with a secure electronic signature, or
  • by sending them by registered or unregistered mail, indicating their email address and telephone number for contact in the application documents.

Important!

A Union citizen may submit documents for the request of a first-time registration certificate only while in Latvia. In turn, a family member of a Union citizen who is not a Union citizen and who does not reside in the Republic of Latvia shall submit the documents to the Embassy of the Republic of Latvia abroad.

A Union citizen and his/her family member who is located in Latvia or outside Latvia may submit documents for requesting a duplicate document to anyterritorial division of the Office of Citizenship and Migration Affairs:

  • by sending electronically, confirming each document with a secure electronic signature, or
  • by sending by registered or unregistered mail, indicating in the application documents their electronic mail address and telephone number for contact.
